Measles MMR Vaccine in Singapore
Effective 2024, all newly hired migrant domestic workers must show proof of measles vaccination or immunity as part of their pre-employment health screening. This is especially important in households with:
- Children under 12 months old, who are too young to be vaccinated themselves
- Pregnant women, whose immune systems are more vulnerable
Measles is highly contagious and can lead to serious complications such as pneumonia, brain inflammation, and even death in infants. This mandate aims to reduce the risk of disease transmission in the home.
Who Needs This Vaccine?
As an employer, you play a key role in ensuring your helper’s immunisations are up to date. Ensure measles vaccination compliance as required by MOM/MOH and maintain up-to-date medical records for your helper.
✔️ Newly arrived domestic helpers without documented proof of two doses of the measles vaccine or a positive serology report.
✔️ Helpers changing employers may also be asked to produce valid vaccination or immunity records.
✔️A simple blood test (serology) may be done first to check immunity if documentation is not available.

Accepted proof includes:
- Official vaccination records (showing 2 doses of MMR vaccine);
- A serology test showing immunity;
- A medical document confirming a past measles infection.
If records are unavailable, you can choose to:
- Vaccinate the MDW with 2 doses of the MMR vaccine, or
- Conduct a blood test (serology) to check for immunity.
Two doses, at least 28 days apart, are required for full protection.

Yes, it is safe to receive the MMR vaccine again, even if the FDW may have been vaccinated previously.
There is no harm in repeating the vaccine if documentation is missing — this is a common practice when vaccination history is uncertain.
Alternatively, a serology (blood) test can be done to confirm immunity before deciding on vaccination.
Yes. If preferred, we can perform the serology test first, and only proceed with vaccination if the MDW is not already immune.
However, if the Serology test proves that your FDW has NO immunity to measles, she will still need to undergo 2 doses of the MMR vaccine. Overall, the cost of this approach will be slightly higher.
Like all vaccines, the MMR vaccine can cause mild side effects, which usually resolve on their own. Common side effects include:
- Mild fever
- Redness or swelling at the injection site
- Mild rash (typically 5–12 days after vaccination)
- Temporary joint pain (more common in adults)
Serious side effects are very rare. The vaccine has been used safely worldwide for decades. If you have concerns, our doctor will be happy to assess your FDW’s health and discuss options.
Failure to comply may lead to delays or rejection of the MDW’s work pass application or suspension of hiring privileges.
