Using Medisave for Healthcare Expenses in Singapore: A Comprehensive Guide

Medisave is a national savings scheme that helps individuals set aside a portion of their income to pay for their future healthcare needs. Here’s a detailed look at who can use Medisave, how it can be used for chronic illnesses, and other healthcare expenses.

Who Can Use Medisave?

Medisave can be used by Singapore citizens and permanent residents to pay for their own medical expenses, as well as the medical expenses of their spouse, children, and parents.

Using Medisave for Chronic Illnesses

Medisave can be used for outpatient treatment of chronic diseases under the Chronic Disease Management Programme (CDMP). The amount that can be used for chronic illnesses varies depending on the specific condition and the Medisave withdrawal limits set by the government.

For outpatient treatment of chronic conditions, the annual withdrawal limit is $500 per Medisave account per calendar year. However, for certain complex chronic conditions up to $700 can be utilised per calendar year. 

Chronic Illnesses covered under CDMP Medisave 500/700 Scheme

There are 23 approved chronic conditions. Cash co-payment of 15% applies to these treatments, except if you are already enrolled in a Healthier SG clinic.

  • Metabolic conditions: Diabetes, Hypertension, Lipid disorders, Stroke
  • Mental health conditions: Anxiety, Bipolar disorder, Major depression, Schizophrenia
  • Respiratory conditions: Asthma, Chronic obstructive pulmonary disease (COPD), Allergic rhinitis
  • Other conditions: Parkinson’s Disease, Osteoarthritis, Nephrosis/nephritis, Benign prostatic hyperplasia, Dementia, Epilepsy, Osteoporosis, Psoriasis, Rheumatoid arthritis, Ischaemic heart disease, Gout, Chronic hepatitis B

An example of Medisave use for Chronic Illnesses

Mr Tan who holds a Merdeka Generation Card (CHAS MG) attends our clinic for his diabetes and cholesterol care (2 chronic diseases under CDMP). He is eligible for Medisave 700 (complex chronic conditions), as well as CHAS subsidy of $520 from his Merdeka Generation card. Additionally, he is enrolled under Healthier SG as well.

His bill from his chronic visit totals $450 (including consultation, blood tests, as well as 3 months worth of medications). He has $0 out of pocket expenses for his visit:

  • He gets a $130 subsidy due to his CHAS MG Card 
  • He uses $320 from his Medisave 700 scheme (he does NOT need to copay 15% of his bill due to the fact that he enrolled in Healthier SG under our clinic)

Other Uses of Medisave

Medisave can also be used for a variety of other healthcare expenses, including:

  • Hospitalization expenses, including day surgery and inpatient medical bills
  • Approved outpatient treatments, such as certain chemotherapy, radiotherapy, and renal dialysis treatments
  • Pre-hospitalization diagnostic tests
  • Selected vaccinations under the National Adult Immunisation Schedule (NAIS)
  • MediShield Life premiums
  • Selected dental surgeries under the Medisave-approved Integrated Shield Plans (IPs)
  • Assisted conception procedures under the Medisave for Assisted Conception Procedures (MACP) scheme
  • Palliative care

It’s important to note that Medisave can only be used for expenses that are medically necessary and approved under the Medisave scheme. Patients should check with their healthcare providers or the Central Provident Fund (CPF) Board for the latest information on eligible expenses and withdrawal limits.
